This is the part most geo content gets wrong, so we will be blunt: HOE has no office, yard, depot or fleet in Abu Dhabi. We operate from one base in Dubai, and we serve the capital from there.

Dubai and Abu Dhabi City are a manageable drive apart on the E11, so a breakdown engineer, a parts run or an erection crew can be dispatched into the capital and reach most sites within hours. Cranes themselves travel as dismantled units — mast sections, jib, counter-jib, slewing assembly and ballast on low-bed trailers — which on the longer or heavier moves means abnormal-load planning, so those are scheduled in advance rather than treated as a same-day dash.
What we will not do is invent an SLA. Response times are typically within hours, subject to traffic, site access, gate clearance and what has to travel — not a contractual guarantee, and not a fixed number for every corner of the emirate. Here is the single most important thing for a buyer who already works in Dubai: a Dubai permit does not carry into Abu Dhabi. The capital runs a different regulatory stack, and treating the two emirates as one approval regime is a common and expensive mistake.
In broad terms, Abu Dhabi’s municipal approval sits under the Department of Municipalities and Transport (DMT) and Abu Dhabi City Municipality (ADM), and lifting safety is governed by the ADOSH-SF framework — the former OSHAD, now under ADPHC — whose Code of Practice 34 “Safe Use of Lifting Equipment” is the document to know. That is distinct from Dubai’s Dubai Municipality, Trakhees, JAFZA and DAFZA model. Abu Dhabi also has its own free-zone layer — KEZAD, Masdar City and ADGM — with their own processes, and its own airspace NOC and operator-competency expectations.
